MayorPowers And Duties

Duties of the Mayor of Metropolitan Municipality are set out in Articles 17-18 of Law No. 5216 that came into force by being published on the Official Gazette of 22nd July 2004. 

The Mayor of the Metropolitan Municipality is the head and representative of corporate entity of the Metropolitan Municipality. The Mayor of the Metropolitan Municipality is directly elected by the voters within the boundaries of the metropolitan municipality in accordance with the principles and procedures set out in the relevant law.

Deputy Mayor of the Metropolitan Municipality is determined in accordance with the procedures present in the Municipalities Law. However, mayors of districts within the boundaries of the metropolitan municipality and first level mayors cannot be the deputy mayor of the metropolitan municipality. 

Mayors of metropolitan municipalities and districts within the boundaries of metropolitan municipalities and first level mayors cannot perform duties at administrative and regulatory bodies of political parties during their duty as the mayor; they cannot act as chairman of professional sports clubs and cannot be a member of the board.

Duties and powers of the mayor of the metropolitan municipality 

Duties and powers of the mayor of the metropolitan municipality are as follows:

a) To operate and administer the municipality organization as the highest commandant of the municipality organization, to protect rights and benefits of the district and the municipality.  

b) To administer the municipality in accordance with the strategic plan, to form corporate strategies of the municipality, to prepare and implement the budget in accordance with these strategies, to determine, monitor and evaluate performance criteria for municipality’s activities and personnel, to submit the relevant reports to the parliament.

c) To act as chairman for the metropolitan municipal council and its meetings, to implement decisions of these bodies.

d) To take the necessary measures to ensure efficient and effective implementation of the duties and services imposed on the metropolitan municipality by this law.

e) To ensure efficient and effective administration of the metropolitan municipality and the affiliated organizations and enterprises, to prepare draft budgets of the metropolitan municipality and the affiliated organizations and enterprises, amendment proposals for the budgets and final calculation charts.

f) To monitor rights and benefits of the metropolitan municipality, to ensure collection of claims and incomes.

g) Provided that decision of the competent bodies is taken, to execute contracts, accept donations and make necessary savings on behalf of the metropolitan municipality.

h) To represent the metropolitan municipality before official authorities and courts as plaintiff or defendant, to have attorneys of the municipality or the affiliated organizations or private attorneys represent the metropolitan municipality.

i) To assign the municipality’s personnel, to audit the municipality and the affiliated organizations.

j) To solemnize a marriage personally, if required.

k) To perform the services and enjoy the powers in relation to the metropolitan municipality among the duties and powers provided to the mayors by other laws.

l) To transfer one or more of his duties and powers to the mayor of a district or a first level mayor, if required.

m) To use the appropriation allocated from the budget for the poor and the dependent, to form centers for the handicapped to support activities regarding the handicapped.
